Ruby 2.0.0 isn't available from the ruby buildpack now. I decided to use 2.3.2,
which is the latest version available using the current ruby buildpack v1.6.17

Without the changes to Gemfile.lock the bundle failed to install. I removed
the existing one and rebuilt it with bundle install.

If you use 2.1.8, which is the oldest version supported by the current ruby buildpack,
no Gemfile.lock changes are required, but I suspect that support for 2.1.8 will be
removed earlier than support for 2.3.2
